Katrina Culprits: Nagin, Blanco...and Bush?

Who's to blame for the loss of life after Hurricane Katrina? Let's see: New Orleans Mayor Ray Nagin and Louisiana Governor Kathleen Blanco failed to implement the city's evacuation plan, then directed residents to emergency shelters without food, water, sanitation or security provided. Nagin also refused to order the emergency evacuation of the city until 19 hours before Katrina hit, while Blanco refused numerous offers from the White House to "federalize" the disaster.
